What are entry conditions for Pharma Contract Manufacturing?

Hi.
I want to move manufacturing from food facilities to pharma facilities that hold FDA approval, on top of MHRA [in UK].
When I email contract manufacturers, I get no response.
Without assuming what the product is could you help me to understand why I get no replies?
Is there any requirements from pharma contract manufacturers to provide or test, i.e.:
- product and packaging compatibility
- tractability to ingredients?
Reddit is US centred but even US insight will help me to look for ideas.
