A Brief Guide to Buying CBD Oil in Costa Rica

Like a number of its Central American neighbors, Costa Rica does not currently have any CBD rules and regulations enshrined in law. Information regarding the legality of CBD in the country is thin on the ground, while the laws surrounding cannabis are vague at best.

So, what’s the deal? We’ve done some digging to try and find the answer.

Is CBD Oil legal in Costa Rica?

  • LEGAL – Low-THC CBD oil is legal to buy and use in Costa Rica.
  • NOT LEGAL – Recreational cannabis appears to have been decriminalized but remains illegal.
  • NOT LEGAL – Medicinal cannabis is not currently legal in Costa Rica, but that looks set to change.

The general consensus is that CBD oil is legal in Costa Rica, provided that it does not contain more than 0.3% THC.

If you’re traveling into Costa Rica, you shouldn’t have any issues bringing low-THC CBD oil with you. However, you’re unlikely to find CBD products widely available for sale in the country at this time.

The good news is, where medicinal cannabis is concerned at least, there’s a bill waiting to be heard by the Costa Rican National Assembly (you can read about it here, in Spanish). If passed, the bill would legalize cannabis and hemp production for domestic medical purposes.

And in July 2019, the Costa Rican Ministry of Health issued the first CBD oil registry, making it increasingly likely that CBD businesses will be able to operate in the country in the not-so-distant future.

Costa Rica’s Possession Laws

The legality of cannabis isn’t exactly clear in Costa Rica. According to news outlets, it’s illegal to produce and sell on a large scale, and it’s also illegal to carry more than a small amount (thought to be about one-quarter of an ounce).

If you’re caught in possession of small amounts of cannabis, the police will most likely confiscate the drug. In the case of larger amounts, you may find yourself under arrest.

Is CBD hemp oil legal in Costa Rica?

It’s not currently legal to grow hemp in Costa Rica, although the aforementioned bill looks set to change that.

However, it would appear that CBD hemp oil is legal to buy and use in Costa Rica, so long as the THC levels are below 0.3%.
